Another simple explanation: because the players have the right to resign when THEY wants, not the duty to resign when YOU wants
I wonder if the username in the game posted in #10 would be allowed to exist if it were in English? Extremely offensive. I would abort any game before playing such a username.
Don't you want your opponents to resign so you can move onto your next game? If so, is it not counter-intuitive to drag out the game longer than it has too?

The counter-intuitive behavior simply displays a small % of players play the game for other reasons than enjoyment along with good sportsmanship.
Depends on the rating level i would say. If they are weaker players, they are hoping for a blunder or stalemate. If it's a blitz/bullet game which is focused on who is faster they hope they can be faster and confuse their opponent, which is one strategy used in all fast games at all levels. Stronger players may know endgame enough to get a stalemate, but that's more strategic instead of just hoping for a stalemate or blunder.
I had a drawn game like that. I was about to checkmate, but put a piece on the wrong square so the king couldn't move and it became a draw. All that means is I need more work on my endgame.
