Extend Titles to IO (International Organisers)

It should be usefull to create the International Organiser [IO] Title, for members able to create tournaments that would be listed on the announcement page tournament... lichess.org/tournament

IO is an international title created by the Association of Chess Professionals (ACP), and the ACP page is here : www.chessprofessionals.org/members_by_title/Organiser
