New accounts allowed in tournaments?

I'm sure this has been asked before, but frustration is causing me to vent this again: I really don't see the point in allowing new accounts playing tournaments.

Obviously there are some blatant cheaters in there, and god knows I've lost to a lot of them. Make them play 20 games so that the cheat-detection destroys them before they come in and ruin the tournament for honest players. Nothing more frustrating than losing the podium position due to a random cheater that got banned half-way through. "It's equal for everybody" - No, it's not, since the cheater gets paired up with better and better players acc. to the algorithm at work.

Could you at least consider not losing any rating points to players who haven't played >20 games?
Problem:

People could play their first 20 games honestly, and then start cheating. And so it wouldn't really help any.
maybe allow to play only to accounts that are 3 or 4 months old?
( 3 or 4 is only an indication)
I think it would at least discourage people who simply make a new account, connect the engine and join a tournament. At least they'd have to put a little effort into it now.
I think new accounts can't join in tournaments
if not play 20 games :)
