Why does a 1300-1400 chess.com player feel stronger than a 1700 lichess player?

This could be just my luck my experience on chess.com is that ~1300 and above are very difficult to beat. After a couple years I played a few games this week and I thought I had improved but chess.com is tough. I'm not a great player or anything but still here on lichess you get mixed results, victories do come against higher rated players. 1300-something players making crazy sacs for positional compensation like sacking a bishop for two passed pawns ** in the middle game ** and posing some serious problems, even winning. This is so maddening. In one game, I won on time but the opponent got marked for violating the fair play policy, but his sacks and play were just like others. I wonder whats going on there. Is a 1300 chess.com really stronger than a 1700 lichess? (no disrespect intended)

I came back to lichess immediately to see if I was playing real bad but I won a few games.

Has anyone had similar experience there?
I feel when i played at Chess.com that my opponents almost always played traps and gambits in the opening. (Which is why i moved to lichess as i feel like you learn more playing regular games then gambits.)
I saw a page that said rating comparision of each site, it was like this:
1700 of liches = 1000 of chess.com = beginer player.
2000 of lichess = 1200 of chess.com = average player.
