what does sandbagging mean please? sometimes u can mate in 3 moves...

it seems to be only available to some players, some players it says block instead even though i havent followed them before, and furthermore they do not appear on my friends list if it just says block

Where is the square I can only seem to change rating which is a red bar, there is no dragging for time increments
